Earlier this week, officials celebrated new residential in a northwest Detroit neighborhood. The Residence at West Outer Drive opened while Minock Park Place broke ground in Grandmont Rosedale.

The city and county joined Cinnaire Solutions and the Grandmont Rosedale Development Corporation (GRDC) for the event. Both projects are part of the Strategic Neighborhood Fund.

"We are grateful for the opportunity to support GRDC in the development of more affordable housing for the Grandmont Rosedale Neighborhood," said Liliana Gonzalez, development manager for Cinnaire Solutions. “We are thrilled to be part of two projects that will offer housing opportunities for families and our senior community.”

Minock Park Place (in the rendering above), located at the site of a former IHOP, will bring 42 affordable senior housing units, 5,400 square feet of commercial space, and 2,500 square feet of outdoor space to the neighborhood. Minock Park Place will have 36 one-bedroom and six two-bedroom apartments. The residences are for those 55 and over who have a low to moderate income.

The $22.5 million development was funded through $1 million in loans from the Strategic Neighborhood Fund, $7.3 million from Cinnaire Equity, a $1.5 million sponsor note from GRDC,  $2.5 million in HUD HOME grants, $5 million in ARPA dollars from the City of Detroit Housing and Revitalization Department, $2.5 million in ARPA funding from Wayne County, and $1 million from the State of Michigan.

Now open is The Residence at West Outer Drive, which included the renovation of two existing buildings at 9710 W. Outer Drive. This brings 35 new apartments for those earning at or below 60 percent of the area median income (AMI). Rent for a one-bedroom apartment starts at $838 per month. Two units are reserved for residents earning no more than 50 percent AMI, or $667 per month for a one-bedroom apartment. A two-bedroom apartment will rent for $1036 per month.

Two new garden level apartments were created with the renovation. The buildings now have updated HVAC and electrical, repairs to the roof, and new flooring, kitchens and windows.

The $9.7 million development was funded through $1 million in loans from the Strategic Neighborhood Fund. $4.6 million in Cinnaire Equity, $1 million in HUD HOME grants, $352,000 in ARPA funds from the city, and a $215,000 sponsor note from GRDC.

“These projects represent a significant investment in the Grandmont-Rosedale neighborhood,” said Julie Schneider, director of the city’s Housing and Revitalization Department. “They are not just about building homes—they’re about creating a foundation for opportunity, stability, and growth. By improving access to quality housing, we’re fostering a stronger, more vibrant community that will serve as a model of resilience and progress for the entire city.”

 Minock Park Place should be completed next year.
